~ Fourth Principle ~

THE CONSTITUTION MUST BE UTILIZED.

ARTILLERY PARKED on the battle field is worthless until it is manned and put into operation.  In like manner, although the Constitution is a war measure, it is only effective as long as the peoples to whom it belongs assert it.  In order to use their Constitution, the Founding Peoples must be aware of what it is, and of how to use it.  The Founding or constituent peoples of Canada undertake to be aware of what their Constitution is, and they vow to utilize it to secure their rights.
